The objective of this project has been to develop an alternative subsidy regime that provides incentives for the Norwegian State Railways (NSB) to develop optimal service levels. This report present an overview of the most common, relevant forms of performance contracts which could be used in relation to NSB: 1. Performance contracts at the tactical level, i.e. contracts where the public transport companies have large degrees of freedom to define service level and fares. Only a few such contracts are in operation . 2. Performance contracts at the operational level are the most common form of performance contracts where bonus/penalty systems are linked to the measured, delivered quality. The eport summarise a number of performance contracts of the operational level primarily connected with regularity or customer satisfaction.
