The Institute of Transport Economics has carried out a number of analysis concerning optimal subsidy regimes for public transport under different conditions. In all of these an, analytical modell (FINMOD) has been applied. Recently, this model has been further developed and applied to analyse the consequences of different performance-based subsidy arangements in Oslo, Kristiansand, Hordaland and Telemark, and the Norwegian intercity railway market. An important task in the recent development has been to calibrate the cost module of the model. The main purpose of this report is to improve, simplify and standardise the cost module in FINMOD by comparing it to other cost models in Norwegian public transport.
