A large portion of the population uses the Oslo fjord and the coastal zone for recreational purposes. During the last year, 67.3 percent of the population engaged in outdoor activities on land, and 52.7 percent on the fjord. There was a significant variation in activity level by season. Site-specific problems primarily concern accessibility or the environment, while user conflicts are more rarely site-specific. It is possible to reverse the trend of further development and privatization of the coastal zone. A prerequisite for achieving this is a political willingness to make decisions that support national goals, and that management follows up and monitors compliance with laws and regulations.
