Quantification of smaller investments in National Transport Plan

The Norwegian Public Roads Administration’s ‘smaller investment projects’ in the National Transport Plan sum up to considerable budgets. Although it is not feasible to calculate benefits for all projects, we recommend doing so more systematically for project types and effects where it is possible. The preferred choice is to use established cost-benefit analysis tools, such as EFFEKT, where this is possible. Additionally, there are some projects and effects that can be calculated using other existing CBA tools. For the remaining projects, this report documents a simplified benefit calculation framework for projects that impact: travel time, traffic safety, comfort and security, and future operation and maintenance costs.
