The report is based on a study of theoretical and empirical analyses of the relationship between investments in transport infrastructure and regional development. The first part reviews various theoretical perspectives on the effects of investments in infrastructure and the conditions that are required for the investment to generate growth. The second part of the report examines selected Norwegian and foreign empirical studies on the relationship between infrastructure and regional development. A broad research effort is needed, including the creation of a database of case studies. This may provide a basis for generalisation of findings and an enhanced understanding of mechanisms and causal relationships. This report is available only in electronic version.
