In this study, we have enquired into why the commercial railway sector and the aviation sector in Norway are extremely safe. We find that both have upgraded their infrastructure significantly the last decades, that both have a large regime for control and documentation, and that the sectors have encompassing and well-developed safety cultures. The road sector authorities can learn by introducing demands for safety management systems in procurements, follow up the notifications from the public to the road information centres more systematically, and by controlling roads and road equipment even more.
