The organisation of public transport in the City of Drammen

Public servants in Drammen, one of the ten largest cities in Norway, have worked together to improve the public transport in the town, and have good experiences by doing so. TØI have evaluated several organisational models to continue this co-operation. In one of the models public transport infrastructure and operations are co-ordinated in one new organisation. In another model, construction of public transport junctions and real estate development are connected. In the third model public transport, both infrastructure and operations, and restrictions on car transport are connected. The new organisation can both be an informal co-operation and a corporation. If real estate development is one of the duties, TØI recommend that the new organisation should be organised as a corporation. This is necessary to be a trustworthy partner for private real estate developers.
