Welfare optimised public transport. Challenges and possibilities in Akershus County

This report evaluates the cost and benefit of alternative funding schemes for public transport in Akershus county. The output from this model evaluation is that a welfare optimised public transport service in the region should double the frequency in the peak period using smaller vehicles. This service will demand about 200 mill NOK in increased annual subsidies and attract 17 per cent more passengers. Studies of alternative "funding" strategies, including increased area density, parking restrictions, or road pricing, show that these measures can provide approximately the same effect without increased subsidies.
